The OECD Recommendation on Public Integrity provides policy makers with a vision for a public integrity strategy. It shifts the focus from ad hoc integrity policies to a context dependent, behavioural, risk-based approach with an emphasis on cultivating a culture of integrity across the whole of society. It is built on 3 pillars:

  1. System – Having a system in place to reduce opportunities for corrupt behaviour
  2. Culture – Changing a culture to make corruption unacceptable socially
  3. Accountability – Making people accountable for their actions
