This convention creates legally binding standards to criminalise bribery of foreign public officials in international business transactions. It also provides a series of measures that can be taken to make this effective. The convention provides recommendations to the OECD member countries to take measures to prevent and combat the bribery of foreign public officials. The Recommendation was adopted by the OECD in order to enhance the ability of the States Parties to the Anti-Bribery Convention to prevent, detect and investigate allegations of foreign bribery. It is the first and only international anti-corruption instrument focused on the ‘supply side’ of the bribery transaction.
