The Japan Policy and Human Resources Development (PHRD) Fund was established in 1990 as a partnership between the Government of Japan (GOJ) and the World Bank. Over the past 16 years the Fund has supported a wide range of poverty alleviation and capacity building activities.

The Fund can be used for the purposes of financing technical assistance and other grant activities in respect of the formulation and implementation of Bank-supported projects and programs and activities to help develop human resources in developing member countries of the Bank, to assist developing member countries of the Bank to formulate and implement development policy and to strengthen the partnership between Japan and the Bank.
