Human capital - the skills, health, knowledge, resilience attained by people - determines the extent to which countries can realize full productivity potential of their people. A strong positive correlation exists between infrastructure quality and human capital development across countries.

The World Economic Forum ranks countries on their quality of infrastructure. The World Bank’s human capital index captures “the amount of human capital a child born today could expect to attain by the age of 18 relative to the full potential”.
